Another one that I can't figure out.

set A = number of population in the least populated district

no districts have more than 10% greater than any other districts
=> let's say if one district has 100,000 people, 10 districts each will have less or equal to 100,000 (1 + 10%) = 110,000 people.

so A (number of people in the least populated district) + (1+10%) x A x 10 (the rest of districts) = 132,000

A = 11,000.
