完全沒有解題思路，請高手指點

假設最少的人口為 x 那最多的人口則是 1.1x
因為問至少需要幾人我們其他10區都設為最大的可能1.1x

所以列式為
x + 10 (1.1x) = 132,000
and solve for x!

不好意思押~ 閱讀不太好..
知道是在說這132000的人口被分到11個行政區域
藍色的部份是不是指沒有行政區域是超過 10% 人口 ?
每次more than 之後穿了一堆字就會受到干擾.. 請閱讀好一點的人來幫我看看，謝謝...
