不是很清楚莫杯杯怎麼說，不過這裡的rule是名詞而非動詞，對後續動詞的形態似乎比較沒有影響。

重點應該是"propose" new rules that，而that引導子句修飾rules，並使用would表尚未明確，都是ok的。而答案A裡的rules (that would be) intended to ensure that...則可視為第一句的rules的同位語，但省略掉括弧裡的字直接以Vpp的形態表達。
