我剛剛看到你這問題，我就上網goole一下，發現莫衷一是，用法分歧。
所以我就去請教我的家教英文老師，她說是用複數，
因為要跟Smiths，這樣才make sense嘛~

有時候用文法推來推去還沒個結論.這種問題問老美應該最準:這是他們的語言囉!
還真希望對他們 make sense 的時候,也對我們 make sense.

可以再問一下 and 前面是不是應該有逗點呢? i.e. 主軸句意是 About one in five Smiths are black{, as are about one in three Johnsons, Browns, and Joneses,} and nearly half the people named Williams.

其實make sense那句話是我個人的comment...不是老師說的...
我想老美對於枝枝節節的文法未必有多精準，還是要問對語言教學有專業的老師才會知道的。
至於上面這個問題，我覺得不要斷好
因為as ....後面一串是連貫的觀念

(如同pp1-81:the percent of Ns--V要複數形式)
