I went for (A) in the begining, but that's the wrong answer.

Then I scrutinized OG and found all the on-the-ground-that but no ön-the-ground-of. Is that the reason?

提供一個判斷用PP還是用CONJ.的小技巧，當句子要帶出的是複雜的句(V+O.)時，最好用conj，而要帶出的只是一個N，用PP就可以了

會不會有代名詞指代不清的問題. it又代替哪個部份呢?

it 指的是 the ban (禁令)，必須要有it，因為如此才能明確表達是什麼東西violated，而不會是誤會成 ==>人 ( a judge)

所以：
代回去為：the ban violated state laws allowing....

這題看到law 就直接找 Ving，(因為法令後面大都是 "進行式" 表法令的持續效力)，所以答案為(d)

(e)的錯誤就不多說了！！
