為什麼不能選A呢?
但是我記得莫老師曾說cost當名詞後面只能接of 不能接to (OG119)
那為什麼B會對?

但本題B選的to與cost無關阿
硬要翻成中文的話應是把成本降至去年成本的一半

A/B選的比較:
previous year無生命
故B選的those(costs) of the previous year
比A選的previous year's costs好
