1.不選ace的原因上面寫說:which前需有先行詞不能代替前面整個句子的the idea...但我去查字典時發現有個例子:
A skilled workforce is essential ,which is why our training program is so important.是否真如CD上所說ETS不喜歡which代替整個句子,看到最好不要選???
2.撇開which對錯與否,分詞結構比子句簡潔,這是不是選b比較好的理由??

which在比較非正式用法裡是可以代替前面整句的。
不過ETS不喜歡，他們只愛用分詞來代替前面的句子，就是這樣囉。

2.撇開which對錯與否,分詞結構比子句簡潔,這是不是選b比較好的理由??

這很難說...還要考慮有沒有修飾歧異才行。

1. Longman電子字典解說:
used, after a comma in writing, to add more information about the thing, situation, or event you have just mentioned:

e.g.: One of the boys kept laughing, which annoyed Jane intensely

我想樓主舉的例子當屬此狀況

2. 但在本題中出現的句子較為複雜, 已經不是一個situation或者event可以說明, 當中包含了多個名詞以及多個動詞. 這種狀況下, 使用which, 就近指代最近的名詞, 即Uranus, 這顯然是不正確的...

3. 我覺得沒有所謂看到某個字就不選這回事, 還是要看整句來做判定 (請原諒我對類似 "being"少選又或什麼什麼不選這類說詞的腹誹.... Orz)
