為什麼選(E)而不選(C)是因為(C)可能會犯了修飾錯誤的問題hopefully to be completed in the late 1980's會被誤以為修飾 the steel mill而非modernizing the steel mill整句,因而有改變句意之嫌,而(E)選項因為要選免此種不確定,因此將program代入, 就不會產生此問題了
