這題大全給的答案是 A ，但是OG11版的答案給D ，聽對岸說OG解釋說是因為要表示這個agreement的規定一直持續到現在，所以用現在式。
但是我不懂的是A 選項過去完成式說明這個agreement減少了原本1972年以前原本allow的amount，在句意上也是說的通的阿，為何不能選呢??
麻煩各位板友可否解惑一下呢?...感謝各位囉...

1.Had +Vpp→表示發生在過去的過去，已經完成的動作/情況
2.had been allowed to dump into the Great Lakes.←表示過去允許丟東西進Great Lakes，該動作allow在過去結束，並沒有持續到現在

可以知道 Great Lakes到現在都深受污染，我想dump應該是持續到現在，所以不太可能只有過去允許dump，後來不允許dump
4.我想如果不知道Great lakes現狀，蠻容易選a的，可是答案應該符合事實比較好

括弧內的子句可視為從屬結構,旨在說明 phosphates, 而傾倒phosphates 是從古到今都發生的事(i.e.一件事實). 因為重點在說明,其實時態與主要子句並沒什麼關聯. 既然陳述事實,所以用現在簡單式. 由附屬結構的觀點, that 子句並沒有要表達現在或過去的意思, 用過去時完成時態便喪失說明的一般性.

考點2-- 關係代名詞: (1) 傾倒的是 phosphates, 不是 amount => (B) (C) 不能選. (2) 因為關係子句時態跟主要子句不同, that 是不能省略的 => (E) 不能選.
考點3-- 被動語態的主詞: (E) allowed ... by municipalities 是不合邏輯的 (這種球員兼裁判的情況, 當然允許傾倒的量越多越好; 所以允許傾倒的量應該不是 municipalities 決定的吧!)
