我的解法, 大家討論看看

1)因為本質有所改變, 故選become類的而不選 is

2) 時間點的話,因為改變是在這個人的構想之後,故不可能用 had + p.p
而這個改變是延續到目前的狀態,同時選項中也沒有過去式的選項,故選C

但我覺得並不是絕對，句意有時候也是關鍵
照這句意看
前半段句子的重心似乎是在radio...
所以我覺得that在這代表radio是OK的~
而且有倒裝的意味
我認為原句應該是M conceived of the radio that could substitute for the telephone as a tool for private conversation; instead, it has become ...

因為事實上動詞優先使用這觀念,並非完全正確(有很多題目是已經打破這觀念),由句意來看,[M的構想...]跟[M構想....]不同,反倒是C改變了句意,而且在這邊用動詞不見得比用名詞簡潔
再者A先用was說明M過去的想法,再用is來說明現在的事實,反觀C,用完成式改變了句意
要說A的it指代錯誤還有點說得過去,可是C也是指代不清,依照句意可以確定是代radio,可是A也可以說依照句意是代radio呀
煩請高手指點一下囉

應該要用名詞片語來解釋這個conception
