想請請教的是 為什麼(B)不對

幾年前在美加做的筆記是 選項B倒數第四個is要去掉
但是個人以為 再將選項B還原後 得到如下
The ratio of salaries of m to o is substantially lower in Japan than the comparable ratio is in the United States.
似乎更能兼顧平衡及清楚
也就是說 我認為is是不能去掉的
想請問各位大大意見

The ratio of A to B
A: Salaries
B: workers 不能比，awkward~

最後面的than is the comparable ratio，我個人認為comparable這個字造成句意重覆redundancy~，直接寫than the raio in the US.或 than (it is) in the US都可。
