would +V 表示與現在事實相反.

這題是該有假設語氣沒錯 所以用would比較好
由幾個關鍵字可以讀出
To develop 為了...(表未來 還沒發生)
more accurate (表not exactly correct)
forecasts (是一種預測 還沒發生)

把選項的句子還原:

所以 (A) (E) 的句意不太對.
