我還以為是consider(v.)~ and question(v.)~這樣的對稱說
然後其實if或是whether都可以放在v.的後面, 但是由於這裡有and連結的兩個句子, 用if無法顯示只用來當動詞question的受詞, 只有用whether可以清楚的表示只形容question

呀!看錯了. question 應該是動詞沒錯; whether... 作受詞 (正確).
