我想如果要用 have 如選項 (C),就應該是 could (= could have) 而不是 have.(could 表示與現在事實相反).但是這樣句意不合理.
選項 (D) 表示 the particulars of the plan 為現行事實 (have a significance for the economy) ,而 guiding principles 並沒有如句中所述 have "even a greater" significance for the economy. 所以 do = have.
