OG裡解釋說C is faulty because have elected, which is correct in tense, cannot idiomatically be followed by a participle such as retiring.
想請問一下它所要表達的是現在完成式後面不能接進行式的動詞嗎？？？

retiring 是動名詞,不能當受詞.(這也是在某一題裡 OG 對動名詞的解釋喔)

在AB選項,OG解釋除了有平行問題外, 錯的原因還有時態的問題, 應該要用現在完成式而非過去完成式, 但我從題目中看不出來動作到現在有無完成, 我在CD有看到一個解釋是說用到within the past few years 表示現在動作仍在發生, 是這樣辨別嗎?

這一句的時態其實蠻單純,只是將 that 子句和主要子句的時間同步而已.
within the past few years 是過去時間,時態上過去式,現在完成式都講得通,用過去完成式比較難施展(必須有上下文配合才有機會).
