我這的標準答案是 E 但是我選的是D, 因為若as 當關代解, 代的是 institutions, 因該還蠻合理的...但是對於 E 用charging 怎麼看就不平衡吶 !

可是我覺得as 也可代 " tuition and fees over $16,000" 所以會只是不清
到底是 tuition and fees under $80,000 & over $16,000
還是 institiutions charge under $80,000 & instituitions charge over $16,000
在比較??
我覺得(E) 好 因為 as those charging 清楚指示是"institution" charing...
tuition 自己不會charing.

Why the same institutions have different standards of charging?
Two groups of institutions, one(X) that takes under $8,000 a year, the other(Y) over $16,000, were compared in terms of number. Suppose X is 400, then Y is 100.
