修辭高峰會裡面有提到：如果不定詞當形容詞用，會有不確定的語氣在裡面，往往隱含be going to, in order to 之類「要做而未做」的事。
ex. The TV set will be the first thing to go
電視可賣、要賣，但是還沒拿去賣，所以用不定詞來表現。

但在這裡，allow是用來形容modems的功能，並沒有不確定的含義這裡面。
如果解釋成allow但尚未allow句意上也很奇怪。

所以B的解答是the devices that allow但是 that 應該是形容詞子句當主詞吧 那不就是說devices = that

換句話說 devices allow......

但上面有人回文說 devices 無法做allow這個動作

那跟devices to allow有啥不一樣
