我覺得 (E) 的 they 句意指 the last day, 所以應該是 it 才合理. i.e. the last day (on which) it is scheduled to collect.
如果 they 指代 workers 則句意不合理,用被動也不簡潔. 合理的句意應該是 the last day (on which) they scheduled. 但是 workers 可以決定最後領薪日,還是工會決定? 句意仍然有商榷的餘地.
所以我想 (D) 是比較好的選項. their 指 workers.
their scheduled day 表示領薪日不是 workers 決定的.
collect 作不及物動詞,意思是"收錢".
