這題應該是有倒裝沒錯

若沒有倒裝，前面那個"複合主詞"應該接的動詞是were不可能是was
還原一下正常語序

the(或者其他限定詞，如this) + 形容詞最高級 + (單數名詞 － 通常省略) + of + 複數名詞
舉個簡單的例子可能更好理解：
the most elaborate (bird nest) of all bird nests

用was是因爲形容詞後面省略了單數名詞。
