amount allocated the pevious year: 去年的, 分配的量
amount allocated in the previous year: 分配進去年的量.

我認為,如果 allocated in 解釋成"分配進的量",是把 allocate 當不及物動詞用,但是 allocate 只有一種詞性,就是及物動詞. 在這裡 allocate 的確是及物動詞,以過去分詞的形式表示被動: amount allocated = amount that was allocated,所以 allocated 後面不可能再加受詞了. the pevious year 不會是 allocate 的受詞,那它算什麼哩?

從 OG 的解釋看看: In C, the phrase proposed to reduce, by nearly 17 percent, the amount from the previous year that was allocated is unidiomatic and overly wordy. Choice C also violates parallelism with allocated for the maintenance of... and to subsidize.

OG 認為 (C) 的句子寫法是錯的! unidiomatic 應該是結構錯吧! wordy => 不簡潔.
proposed to reduce {... the amount from the previous year that was allocated for the maintenance of the city's major cultural institutions} and to subsidize {hundreds of local arts groups}.
如果 to reduce 和 to subsidize 平衡,發現 OG 蠻忌諱的一點:結構不對稱, to reduce 後面有一長串,又帶關代子句.除 wordy 之外, to reduce 不定詞引出的結構也太複雜,跟 to subsidize 單純地接一個名詞片語當受詞,相當不對稱.
OG 認為錯的地方,就是它指出來的那個關代結構: the amount from the previous year that was allocated => 不對稱,而且不簡潔.
所以 to reduce {for the maintenance of the city's major cultural institutions} and to subsidize {hundreds of local arts groups} 這樣的結構可以接受 (先不論 reduce for 對不對), 關代子句含前致詞那一段是 OG 不能接受的.

若不以結構來看, (C) 也改變了原始句意.這是比較簡單去排除 (C) 的方法.

(A) 裡 amount allocated the pevious year 沒有省略. allocated 是過去分詞(表示被動)修飾 amount. the previous year 是時間副詞.

關於選項(C)，我有另一個想法

我把(C)刪掉的原因是：
從Cambridge字典中：propose(及物動詞) to offer or state a possible plan or action for other people to consider:
propose[+ that]
舉例:I propose that we wait until the budget has been announced before committing ourselves to any expenditure.
propose[+ ing form of verb]
舉例:He proposed dealing directly with the suppliers.
所以，propose to reduce 是錯誤的
但是OG解釋裡面並沒有提到這一點
所以我這樣理解是錯的嗎？

propose得確沒有to V的用法。
所以C選項OG解釋中的unidiomatic應該就是這個意思。
