我覺得D比較好，因為D並非大衛您說的"變成機構跟charge比"，第二個as是關代，我覺得是代替institution，句意上來講是charge兩種不同費用的機構在比較！
至於E選項，姑且不論those代替誰（我個人認為我搞不清他代institutions還是fees），至少後面charging很難解釋如果當傳統的as... as解，那就有平衡的問題了！

這題我也選E也，除了以上大家所談的之外(三頁也....），我們可以發現，當as 做準關係代名詞使用時，它會離它所要代的東東很近，不論是og187, 還是132都有相同的情形。不然就會有不清楚的清況。

我本來選E，看完大家的討論+旋元佑的修辭高峰會&文法
覺得D比E更好。

修辭第一優先重視的是清楚性、再來才是簡潔性
因為題目只有一個主詞接charge
不管是主詞省略(D)或者為了避免重複而改成those (E)
都不會讓讀者搞錯是誰charge

D:的比較結構是S+V+O1比S+V+O2
主詞相同所以省略不寫，V因為要帶出不同的O2所以留著
E:則是S比S(those)，V+O2變成減化後的形容詞子句修飾those
也就是說those which charge...變成those charging...

在DE都不會造成誤解的前提下，再考慮簡潔性:
D比E好一點，結構上也比較漂亮

我考慮E選的those+ing的選項可以嗎? 後來做到GWD 17的22題，發現正確選項裏也有這樣的表述，所以E應該可以吧，贊成E

即使把charge當分詞構句來看感覺也不通阿~~
因為在原題裡的charge是當主要動詞用~
並不是省略that的形容詞子句~~
我是覺得要加those比較好~~可是不懂為什麼要用charging~~

as...as 得比较对象有两种:

一种是比较动作sth/sb do (I took gmat as early as you did)

另外一种是比较名词sth., (I got a gmat score as high as yours)

在这道题目里，

D是as institutions charge, 比较动作

E是as those,比较名词(charging是修饰those)

然后，看句子前面的比较主体：as many institutions(主语） charge（谓语） tuition and fees(宾语），所以，后面的比较应该是D those(institutions) charge(谓语）

但是，E不是错在语法。如果前面的句子改成: there are 5000 institutions charging tuition and fees as many as 后面就应该用E, those charging...

错误难免，请指正。
