A quick yahoo search on "take years to complete" and "take years to complete it" shows that
the most popular usage should be "the subject" takes years to complete. No "it" after the verb "complete," because "it" is redundant.

我個人覺得 the army of terra-cotta warriors (which were) created to protect ........如果是 the army created to protect 句意怪怪的，而 and took 700,000 artisans........這裡可以想是 the army is 2000 years old是表事實所以用現在式 and took...... 過去式呢？

ex: Yesterday I told you that the sun rises in the east.
OG OV #39 也有現在式、過去式同在一個句子裡的例子！

我個人覺得 the army of terra-cotta warriors (which were) created to protect ........如果是 the army created to protect 句意怪怪的，而 and took 700,000 artisans........這裡可以想是 the army is 2000 years old是表事實所以用現在式 and took...... 過去式呢？

這麼說 (B) 少了一個表示時間的虛主詞 it: that it took him seven years to complete

<2> 及物動詞主詞受詞一樣時可以省略

(from Cambridge) The palace took over twenty years to complete.
=>可以看出來都是 事/物+ take+ (人)+ 時間+ to complete

<3> 樓上Dibert舉的例子, 是用虛主詞it, 所以才需要在complete後面說明是什麼內容被完成
It(虛主詞) took me two hours to complete the job.
=> It + take+ 人+ 時間+ to complete + 事/物
