就句子邏輯看來,water跟services兩者不應該拿來作二取一..
金剛提到A or B的動詞應該要跟較靠近的B一致..
所以硬要ㄠ的話,也是用exist

依常理判斷
一個地方不可能有水就沒有服務
有服務就沒有水
因此用or會使句意謬誤
所以用and
而用and就必須用複數動辭

度量衡或無法區分個別差異的複數名詞
要用little不能用few
