就句意上來說, 的確由受害者去證明此事會比較順一些!
另外, 句中已經有這麼多名詞的情形下, 冒出一個it說是虛主詞,
我覺得非常的akward...!
因為人們會很直覺地去將it當成代名詞來替代某一主詞!

句意上，這個Product Liability Act是否應該是適用所有受害者？
