句意感覺好像是從以前到現在的狀況(ie 宣佈破產的人從以前到現在增加的數量)
為什麼不用完成式阿

因為句子最前面有In 1997 - 表示強調該年發生的事情，所以不使用完成式

1.時態錯誤,
2.應該使用jump to習慣用語外,我想問個額外的問題:
who declared修飾citizens的who在這題答案裡面是否有多餘的傾向?因為後面有themselves?

所以設計正確選項B declaring themselves...表達用字更簡潔?

還是who declared是沒有錯的?就是時態與慣用語使用錯誤?

是不是因為已經有了themselves清楚告知declare 的就是United States citizens?

be declaring~才是進行式
