例句的用法 seem 是 linking verb (i.e. seem / appear + Adj.) 後面的 Adj. 形容主詞. to be 多餘,應該省略.
考題的用法 seem 等同 be 動詞, to be 不能省略. seem / appear to be + N; be 動詞劃等號: N = 主詞.

在 Longman Dictionary 裡的解釋

Seem can also be followed by a verb in the infinitive(seem 的確可加 to be 或不加)
• His story seems to be true.
• You seem to think it's my fault.

但是 Longman Dictionary 又提到
Seem and appear have the same meaning but appear is more formal

我想不選seem的原因是因 appear 比較正式吧

顏：除了D的句法有缺陷（一般為 seemed to be）其他選項的排斥純為「語意」問題------ the Youth Canorous 不能既當candidate又endorse別人進市議會。而the Youth Canorous 望文生義也可知其不能做為city council的cadidate（它倒是可做為一些「獎」的candidate）。只有C能讓整句產生合理的意義（makes sense）
