但我想要問
不過B 為什麼要用現在進行式 their compliance ... is protecting !?
既然主要子句是Last week local shrimpers held 過去式

我的解讀是:
為了表示現在進行且不斷的保護 adult sea turtles，而不是過去才有做(過去式)
可是這裡可以用過去進行嗎？或現在式？
