因為不知道是一人還是兩人
所以我就把BCD給刪掉了

所以我會去掉ADE

就像我們比較時本身要除外
C中的other等於以下例句的other地位

NYC is greater than any other city in the world.

也因為other的關係破除了a of b and c的魔咒
句意很清楚是指兩件事,並不會誤導

首先
只要沒有other resources的不選
因為這樣子會有把 water 從 resources 排除的問題
只剩答案 C D
答案D就犯了 ambiguity 的問題
因為management看似被提出來當做公因子
可是卻會造成 water 和 other resources management 是平行的可能
答案 C 就成為最佳的答案
