說一下我的看法,
有錯要糾正我喔..
that is 是插入句,意思是中文的"那就是說"..
後面that形容片語是和前面that形容片語對稱,都是說明employment selection mechanisms

句意應該是effect 來screen out
而不是mechanisms喔
