The answer is E....I choose B....there is no such usage "on the grounds of?".....I thought it is the same as "based on"

我只能從deplicated facilities與duplication of facilities，以及alone的位置來排除錯誤ABC選項。
D則用while來排除，這裡沒有表示『當』、或是『雖然』的意思。

E的if only還看的懂，再加上個because就不知道怎麼解釋比較好了。

if only 修飾句意用,先不要看,再放回去加強一下語氣就是了. (if only because "光是因為..." --- 就這麼一題,考試遇到的機率微乎其微,遇到了也是直接選背起來的答案) 其實句意參考 (A) 比較容易理解.
結論:考點不在 if only because, 在句意的表達: 1. 'duplication of facilities' vs 'duplicated facilities'; 2. avoidance (n) vs avoid (v); 3. '片語' vs '子句'
