白話一點：原有的RDS安裝戶其實都是裝心酸的，根本收不到，直到1994年起才真的有收到RDS的節目

所以

雖然安裝戶(新客戶)沒有增加，但是收聽戶的數字卻從(現有客戶)中增加，反駁原命題：Verdlanders receiving the special program information probably did not increase significantly.

(D)討論沒裝RDS的用戶，脫離討論範疇 (留意重心在已有安裝RDS的用戶之上)

因為1996年裝有 RDS 的收意機數目與1944年時相同，
所以收聽(需要RDS)特別節目的Verdlanders數沒有顯著的增加。

選(A)是因為其實居民大多已經住在有RDS廣播的區域了，所以即使增加了RDS statations仍沒有增加收聽人數的意思嗎？

思路主軸：RDS radio stations increased~~但 receiving the special program information did not increase！(典型的一增，但另一個卻沒增的思路)
假設：其它情況不變~

(A) 簡單的說…就是"收到program的範圍不變" (1994到1996年)
CYI大翻譯的應該是正確的~不過應強調"範圍"~station廣播的範圍(區域)不會(很少)超過先前的區域

有問題再提出來討論吧！
