禁酒令提升至21歲 21歲死亡車禍少 但21歲以下銷量並未減少
WHYWHYWHY

前兩個敘述看來似乎禁酒令有收到效果 可是最後又說沒有減少
所以B選項提供了解釋說 21歲以下的人 去酒吧喝的銷量大大減少了 (也許都偷偷躲在家裡喝) 所以交通意外也減少

b) 其實大家還是依樣喝 但不出們不用開車~ 所以減少酒駕意外的發生
C) weaken : if more people own a car, more accidents are expected to happen --> 对結論火上加油 解釋不了~~

D) contradict the passage's
