我覺得要看題目的問法
explain the disproportionate increase in traffic fatalities.
題目是要解釋為何車禍死亡人數成長的實在太不符合比例.

但(E) 說其他騎士路人等等死於車禍的: only small increases.
這個選項1)武斷 2) 擴大範圍 (車主和 摩托車騎士, 腳踏車騎士/路人 沒有關聯).

題目探討的是car occupants的 fatality increase.

要先確認問題的思路在於：
cause :
cars owned 和 total distance traveled by cars 增加40%

effect :
300% traffic accidents

主要在探討 40%increase 怎麼導致300% accidents

(E) motorcyclists, bicyclists, and pedestrians 又不是40%裡頭的人，無關的探討

(D)40%increase的人中，有很多是 driven little or not at all，說明了為何導致300%的結果
