我覺得C 無法達到WEAKEN~
因為"NO more people"-->表示還是有人來阿~
這些人還是因為愛錢才來的阿! 因此還是會attracted the wrong people into Valitanian politics
thus C 並無法weaken到題目這點.....

個人想法~有錯的話請指教喔~~
