本來同意d,後來想想應該還是e有理,
d的意思是雖然貧窮人數增加,所以每個人可以分配到的變少,
可是跟原來沒有補助相比,就算少還是比沒有好,所以是有達到生活改善的效果.因此沒有辦法成為[u]生活沒有改善[/u]的原因

反觀e選項,就如同前人所說,如果本來小孩願意供養,可是只願意達到一定程度,這樣政府補助能夠達到某一程度,他們就不會供養,(即政府年金與小孩供養是固定的)所以可以是生活狀況沒有改善的理由.

請問這句the government of Runagia decided two years ago to increase by 20 percent the government-provided pension paid to all Runagians over 65.
是指一個總數全部的老人去分 還是每個老人都可以分到一個定額阿
如果是前者好像D選項比較對 不過貧窮線下的老人增加好像不等65歲以上的老人人數增加 @@

"in times of inflation"應該如何解釋??
因為一開始做題的時候想成"in times of the inflation"

->我認為in times of inflation意思的確就是在講通膨的時候,
因為文章已講可以忽略,所以這個選項沒有必要去考慮

D.The pension was increased when the number of elderly Runagians below the poverty level reached an all-time high
->完全同意樓上講的,when在這裡扮演的腳色,
我傾向將這when解釋為"當",
namely,當位於貧窮線以下的R市居民數量達到一個空前的標準時,年金會被增加
文章用was increased過去式,文意上應該視為已經發生的事實;
所以是有一點帶出時間上面的因果關係,感覺有點像(正因為多到了一個限度所以要增加),因此這個答案沒有辦法解釋矛盾,感覺倒像是support喔

E.In Runagia children typically supplement the income of elderly parents, but only by enough to provide them with a comfortable living
->supplement應該當"互補"來看吧
所以可以看出因為pension增加但因此而減少了子女的資助,總收入仍然一樣,正確答案

我覺得答案是C

在文章中通膨可忽略，應該是指pension不受通膨影響，都是照固定的金額再加上20%。

所以在(C)選項中，pension不受通膨的影響而調漲，但物價肯定會上揚，故老人經濟狀況無成長。

(E)錯誤的地方在，他並沒有指出pension一開始的金額是多少，以下面為例：
ex：若一個老人的每月平均生活費是$10000，他每月pension是$9000，
這時，他的子女只要再貼補$1000給老人就OK了。

這時，pension調漲20%，$9000*1.2=$10800，子女不用補助，但 老人卻多了$800可以花，所以，經濟狀況是變好的。

Inflation in the intervening period has been negligible這句話中有二個觀察點
1.has been 一直是,
2.negligible 可以忽略的,
為何可以一直忽略?引申含意就是這段期間的通膨是小到微不足道,幾乎可說沒有通膨!
若是如此,C選項(在通膨期間,老人們都買些價格漲得特兇的東西)無法成立,應非正解!

方法:用比率作為衡量的基準,且採取極端值來對選項E做個情境分析

CASE 1
If the original ratio of pensions / living costs =100%

without need of their children's supplement,the elders are financially better than they were before the increase

CASE 2
If the original ratio of pensions / living cost =1%

雖然這個推論過程不夠嚴謹堅強,但我仍認為E是比較合理可接受的選項,還請大家不吝指教!

題目中說通膨一直以來(has been)都是可忽略,無關緊要的一個因素,且符合資格的老人們一直以來(has beed)也充分地收到了這筆錢,那為何老人們的財務狀況沒有比養老金增加之前好?
因為政府計算增加20%養老金不考慮通膨的因素,是個定額,以前發多少,現在增加20%發給老人,但老人們買的東西因為通膨,價錢上漲的特別快,因此增加的錢無助於改善老人們的財務狀況,合理!

答案D說當位於貧窮線以下的老人數達到史上最高峰時,養老金增加了
無法解釋,錯

這一題真的很難想，我看了大家的解答想了很久才想出來，不過我想應該沒有別的答案了，就是E。
回樓上的，C選還是不可以考慮拉，一來題目講已經講通膨為乎其微(negligible)，
二來，如果這群老人在沒有什麼通膨的日子裡，還可以buy goods whose prices tend to rise especially fast in times of inflation，
那他們真的是投資之神了，當下就知道買了以後還很可能會涨的東西，以後還可以賣來賺錢哩!(-->日子變富裕，這樣就不能變結論的原因了)

一個老人要過好日子一定是要更多退休年金,
但是政府補助了卻不能過的更好, 原因在於子女僅提供父母可以過的舒服的物質與金錢,
如果政府多補助, 子女還是只會補足到一定的限度,
這樣年老者所收到的金錢還是固定, 固然生活算是舒適, 但卻跟過去相比沒有better off(更好), 所以E是合理的.

我對D的理解是:補貼增加,當 窮苦老人家的數量到達高點

這樣老人家的生活不是會獲得改善嗎?怎會是答案
