可是我覺得這一題的答案應該不會是B
因為題目要選政府計畫無效的原因
D說森林大火幾乎都是因為點火把引起的
那政府政策中 禁止戶外有火的計畫就可以減少森林大火的原因了
請問這樣想的問題在哪裡？

答案D我很同意
可是答案C呢?
我覺得也很好啊
C說 very few 是人為縱火,所以只能防一點點
D說 nearly all 是雷擊, 一樣只能防一點點
兩種都不是100%確定
那CD要怎麼取捨呢?
因為看到C不錯 然後又趕時間之下
我連D都沒看就選C了...
請賜教!

C不是反對,是支持喔,政府要禁止別人在戶外用火,答案是要你挑政府的法令是沒效的.
C的話就證明政府的法令還是有一點點的效用,因為還是有火災是人為的
而D就是很明確的反駁,幾乎所有火災都是雷擊引起的,那就跟政府的法令無關啦!!
