乍看之下我也選D，但我想選B是有道理的。
因為comensurate with their training and skills from scrubbing floors to conducting research for the state.這句話，表示他們與一般犯罪者有所不同，他們不用作一般的粗工，而是被要求替state做研究。
所以這些人的背景一定跟一般人有所不同。往這個方向去想的話，選B似乎比較符合題旨。
