問題2.答案是C, 但raw material的cost似乎與import 沒有太大關係.

cost是指 loss in domestic steel sales
句意是國產steel sales的損失將造成Krenland's steel industry失業增加

題目的因果論証是因為cheap steel imports造成 increase in unemployment所以reduce cheap steel imports可造成decrease in industrial unemployment；但是industrial unemployment構成者除了domestic steelmaker外還有它者，如C所舉的manufactures。　steel佔這些製造商的成本一大部份，所以如果沒有廉價原料成本這些製造商在面臨servere international competition之下可能都會有危機，造成更多的失業問題
