我覺得跟汽車什麼時候made無關。
因為不管怎樣，1993年後的新車都要加 Catalytic converters。
反觀問題的盲點在
既然新車比率比較高，照理應該可以減少一定程度的污染。事實上卻沒有
表示問題應該不是發生在新車裝 Catalytic converters就可以減少污染
所以才會產生他因(too short for the catalytic converter to reach its effective working temperature)生此果的答案。

回答的真爛....
