[問題]想請問成績單發送問題

我不是申請MBA，但有一問題想請教各位有經驗的前輩:
在EMORY的申請條件有提到：
Applications must include:
4、Transcripts - translated, if need be, through World Education Services, Inc. (312) 966-6311 or info(at)wes.org or visit their website at www.wes.org

再依照EMORY申請表格有另提到一點:

Forward transcripts from all schools attended to the Office of Admission, Emory University School of Law, 1301 Clifton Road, Atlanta, Georgia 30322-2770.Transcripts that are not available in English must be submitted for translation and assessment to: World Education Services,Inc., P.O. Box 745, Old Chelsea Station, New York, New York 10113-0745,

這是否指學校所發之成績單非英文成績的話才需要透過WES來翻譯及評估?還是只要是非美國學校的成績單，即使已經翻成英文還是需要透過WES來翻譯及評估?
又關於成績單，是否一定要直接透過學校寄發出去?
