我寫信去問學校我是不是應該要重新加發

意思是說：謝謝你通知有這樣的錯誤發生，不過 ETS 並不會告知 department 這方面的資訊。你必須申請加發最新的成績。

紅色的部分是對方很客氣的讓你知道，ETS 只管送成績，你說送哪裡就送哪裡，其他一律不負責。
所以，趕快申請加發吧！

The reply means a department you are applying for is "NOT" aware of your mistake, nor is ETS.

Just request ETS to have your score sent again to the right department!

因為我有寫信問一些學校她們說可以不用重新發
因為只要送對學校 都是同一個database
她們會從那個統一的database讀取我的成績
發到哪個department都沒關係 只要發對學校
所以我才僥倖的想可不可以不要再發一次><

其實你說的也沒錯，真的是美國各個學校都不一樣。
有些學校統一由Graduate Studies部門先行審核，只要我們申請該學校的研究所，考試成績、成績單、畢業證書等一些資料都會先由這個部門審核，所以送錯department也無所謂。
但大部分學校還是由MBA program自己處理。
