I agree Taiwanese students need greater focus, but the fact is that as international students from a competitive region of the world, Taiwanese students need to apply to more than 2 schools.
For Americans, if you attend a top undergrad, have good grades and GMAT, and worked at a "MBA feeder" company, you can apply to just a handful of programs.
On the other hand, I don't think there is a "must-admit" profile for Taiwanese students. (Taiwanese are just a small part of the total international students that a school admits.)
For Americans, you also have to look at their alternatives. Many of them are making US$80-100k pre-MBA already so waiting another year to them is fine. They also pay for their own tuition.
For the typical Taiwanese students, pay is less than US$30,000/year and the parents are paying for the tuition so the benefit of staying one more year is less than moving to a new country, learning a new culture, and dealing with your nosy family members and friends who keep on asking "why you are not married yet."
