請教關於UCLA的財力證明, 是"必須"在申請時就提出嗎?

看到UCLA網站的訊息:

Before the Graduate Division of the University of California can issue a Certificate of Eligibility for the F-1 visa (Form I-20) or the J-1 visa (Form DS2019), admitted international students must complete a Confidential Financial Statement and provide the requested documentation (certified copies of personal bank statements, award letters, scholarships, and any other resources). This Confidential Financial Statement form is available at http://www.gdnet.ucla.edu/gasaa/library/cfstatement.pdf (to be filled out on-screen then printed out for certification).

All international applicants needing a student visa to study in the U.S. are strongly encouraged to submit this completed form with their application to ensure timely visa application processing.


他是說"strongly encouraged to" 非"MUST" 感覺有可商量的空間...
因為我想我沒法在Deadline前準備好證明
如果不能在申請時提出財力證明的話, 會對申請candidacy有什麼影響嗎??我想貸款可是又還沒有確定任何學校的admission, 所以現在提財力證明似乎不可能吧....

麻煩UCLA的同學或是知道的朋友
幫我解答一下吧

我有遇過這種strongly encouraged的學校
12/1就申請了,最近忍不住寫信去問我是不是缺什麼資料?什麼時候可以面試?
他隔天就回我信說我缺財力證明
我在回信給她說
Please review my application without the financial documentation. As soon as I get the admission, I will submit it.
然後馬上就獲得面試的機會了

也許你可以跟她說說你的情況,因為財力證明本來就是獲得AD之後才要用到的
