Waitlist的下一步該如何走

I was waitlisted by Katz. How can I do ? Writing a letter to show my extreme desire to the school or giving a call to the school ? anyone has the same experience? BTW, anyone knows that how many opportunity I will receive an offer if I do some compensation actions ? I have received straight 4R after Chinese New Year.Poor..poor....

My background:

(1)' toefl is only 240.
(1) 2years military service and 3.5 years in manufacturing industry
as an engineer (global Company)
(2) GMAT660
(3) Double majors in NCKU
(4) GPA:2.9
