Sure, there seems to be a re-ranking of a lot of programs.

But if you're applying to the 21-50 group, I wouldn't worry too much about the rankings. There's not much difference between say #30 and #50.

I'd go for overall reputation of the school.

In most cases, I'd also choose a private university over a public university, especially given the lack of state funding for public universities in the U.S. right now.
