I saw your post at UIUC website. Actually I am in MSPE program but not MSF program. I think maybe some things may help you since I know several people from MSF. So just tell you something I know and hopefully that can help you.
First, congradulation that you got the admission. As far as I know there are many Taiwan students in progrm like MSA, MSF, MBA and MSPE. There programs are supposed to have international students more than American students. Therefore, you still have chances to practice your English since there are many students from Asia like Thailand, Korea, Japan and west Asia something like that. I feel to improve your English actually depends on how you really want to make it better than before. Frankly, in UIUC, there are lots of international students especially from India, China, Korea. So I really don't think you need to speak English all day long. But you can if you want to talk with people more frequently. I think that no matter what school you attend if that is master program, you will not really learn more because master program is not designed for Ph.D oriented. So if you really want to learn more and challenge yourself more, just take Ph.D courses and this can help you if you want to continue Ph.D in the future. I have a friend in MSF. Both of us want to continue Ph.D, therefore we took some useful courses in Ph.D program. Last semester I took all Ph.D courses and took one of them in Economics program. I knew took two in Financial Ph.D program this semester. Actually, in UIUC, the first three semesters, Financial Ph.D students almost took the same courses as Econ Ph.D students. They attend the smae lectures in the beginning. If you may want to continue Financial Ph.D in the future, it is really hopeful to take some Ph.D courses here and that can help you not only for Knowledge improving but also better recommendation letter. So I think UIUC is not a bad choice.
As far as I know, there are few Financial, Econ, program just designed for master. Therefore, I don't think there is much different to choose other school. They won't teach really hard because master is more applied and there are students that their goal is not Ph.D.
For living, we do have dorms but they are expensive compared to off-campus apartment. So, I think it will be a good idea to live non-dorm apartment. Sometimes school dorm is noisy because there are lots of undergrad students. I think you can come here first to sublet from people in the summer and during this time, try to find place of living that u really like. I have a vacant room in the 2-bed room aparment that my female roommate is from Taiwan. That room is available from this May until the middle of August. If you like, I am happy to let you live there during your summer study with discount rent. Then you can find a new place to live which can starts from the September. Our contract here for apartment starts from the middle of August until next August. From my understanding, students like you to MSF, will come here to sublet others apartment first and then find a new place for fall.
I don't really think that you need to take some English cousers before you starts the class unless your English is really not that good but usually your department has a quite high requirement for TOEFL compared to others. So I think you should be fine.
Maybe my information may not convince you since I am not majoring in MSF but MSPE. However, I studied in US for more than 2 years and I ever spend one year studied in California. Therefore, I think what I know may be somehow helpful to you.
To conclude, if you need a place for temporarily living, for example a place you can leave during your summer study from June to August. I have a vacant room and if you like I can send you some digital pics for your referrence. And you really don't need to worry about your English. I really don't think people like us can improve a lot because we are used to talk to our home town people and there are lots of International students. So it really depends on what you want and how far you want to go.
