還是不懂ㄝ...surpassed 是 v.t阿而且 that 不能當關代嗎?
替代the national population 做該句的主詞 ;-$

that若當關代，後面的句子就只剩一個名詞，反而無法構成一個完整的子句。

句子, and 句子. （and當前後兩完整句子的對等連接詞）
前句結構完整主詞(area) + 過去完成式不及物動詞(had doubled)
後句結構不完整主詞(population) + that引導的子句（該句沒有任何動詞）
後句將that改成had就可以了，該句不但有動詞，而且也跟前句對等了！
