問了別人後得到的...
重要的就是這一整句話
"This machine can only be built on the American principle of interchangeability of parts, like a sewing machine."
就像sewing machine一樣 這個machine只能這樣子被建造

問題是 he compared the machine to the sewing machine in terms of what?
(in terms of ... 是就什麼觀點，以什麼來說…)
所以這兩個機器被拿來相提並論 是以"被built"的角度來說
