The reason why I say the error is same as B is that the confusion of the cause-effect relationship alters the intended meaning of the sentence.

In fact , i view B as a broken & fragmented sentence . i try to trace the clue to understand why you assert that there is a cause--effect relationship but fail . do you think that the participial phrase making provision ~ here modify The act of Congress ???

if so , the sentence is clear and correct .

I think the comma before also here is ok because it is for the appositive "Washington, D.C" but not for "also"...
