原來是出口歐洲的,不在美國賣,現在歐洲自己有了,只好尋求內銷,若美國需求增加了,挾競爭優勢的本土廠商才能維持生產量啊!
increasing 我的解讀是'從無到有'; maintain => 有生產訂單.

USA製造商近年來一直增加產量 加上前提的美國需求上升 感覺也可以maintain significant production levels

我也覺得(E)的迷惑度很高
但是(C)比較好的點在於美國製造商對美國本地的客戶有當地競爭優勢
(E)美國市場現在很小-->沒有排除將來需求大時,歐洲製造商來分一杯羹的可能
如果歐洲製造商比美國製造商更有競爭力,那美國製造商的產量不一定可以維持現在這麼多

市場有限(不大)…是不容易賺錢的，並不能 推論 說：有很大的市場未開發
就像是有些產品，由於市場有限…所以很難拓展開來~

所以(e)不迷惑囉！

(c)如果能跟European manufacturers 那樣的有競爭優勢(在當地)，那當然美國可以maintain significant production levels =>準確的說明 since___

原文提到The United States government is funding initiatives intended to encourage use of solar power within the United States.
美國政府資助這些intiative以刺激國內需求,後面繼續說initiatives成功的話,可以提高需求,進而維持內需產量
也就是initiatives正好呼應了(C)competitive advantage,而美國政府的資助也顯示這是美國當地企業所享有的特權
